In our last issue, the writer Alissa Quart documented the rise of 24-hour daycare centers (“The Rise of Extreme Daycare”). With more Americans raising children alone and working odd hours, these neighborhood businesses are filling a gap that parents’ social networks and public programs have failed to plug. In November, residents of Seattle moved to fill in another part of that gap, voting to raise their own property taxes so as to allow children from families at or near the poverty line to attend select, high-quality preschools.
